The Swinburne Park Detailed Study site is located between a neighborhood, Albany High School and Swinburne Park. The site is also the location of a vocational school, police station and successful food co-op. Improvements would build upon these assets and the warehouse aesthetic of the area by formalizing the pedestrian connections between these uses and providing for new construction and infill with mixed-use specialty retail development. In addition, streetscape improvements, defined crosswalks and plazas between Central Avenue and Clinton Avenue, en route to Swinburne Park would enhance the pedestrian environment and tie into transit stop facilities.
